星桥新城要与临平新城、崇贤新城错位发展
　　12日，区委常委、纪委书记魏祖民调研星桥新城规划建设工作，协调解决新城筹备期土地、投融资等问题。区建设、财政、劳保、国土余杭分局、城建集团等部门和单位负责人参加调研。
　　星桥新城规划总面积约24.9平方公里，与临平城区和杭州丁桥形成双向无缝衔接。核心区块东至永东港，西至飞桥港，北至上塘河，南至临丁路，占地约600亩，初步计划于明年启动建设。星桥新城在定位上与临平新城、崇贤新城错位发展，充分利用黄鹤山、里横山、上塘河、和睦港等自然和人文资源，打造成为集大型居住区、城市商贸区、休闲运动旅游区于一体的现代化新城。目前，按照“一流标准、一流设计理念、高起点规划”的要求，星桥新城规划建设等前期工作正在紧锣密鼓地展开。
　　魏祖民指出，星桥新城规划建设关键是要“谋定而后动”。当前首先要为新城规划做好知识储备、空间储备和资金储备。眼界决定境界，要善于吸收上海世博会的低碳、绿色理念，要充分利用星桥现有城市化建设成果，做到新中有旧、中西合璧、建中有保，做到规划先行、体制先行、环境先行，努力求变、求优、求美。

　　崇贤街道向阳村位于杭州绕城公路南面，东与拱墅区半山街道相接，南与拱墅区康桥街道相邻，离西湖直线距离12公里，交通十分便利。全村总面积3.8平方公里，有16个村民小组，19个自然村，共有943户，总人口4139人，外来务工人员5000余人，12年农村人均收入达21086元。
　　　　通过几年的努力，社区各类组织日益健全，功能不断拓展和完善。截止目前，村建有党委（下设12个党支部、党员180人）、股份经济合作社、村委员会三个主要组织，成立村民代表大会、人民调节委员会、远程教育播放室、新居民事务所、计生服务站、社区卫生服务站、村务公开监督组、财务监督组、老年人协会、计生协会等一系列监督服务保障体系。
　　　　在上级党委政府的关心指导下，在广大村民和村干部的共同努力下，先后被评为“浙江省文明村”、“浙江省小康示范村”、“浙江省卫生村”、”浙江省村级体育俱乐部“、“杭州市文明村”、“杭州市卫生村”，”杭州市小康体育特色村“、余杭区“安全村”、“文明村”、“卫生村”、“五好党支部”、”五好“村党组织、“先进党组织”、“十佳经济强村”、“四星级村”、“2011年度区级充分就业示范村”、等荣誉。
　　　　随着崇贤街道集镇建设规划的西移，向阳村新集镇面貌已初具规模。近几年，崇贤中学、中尚橄榄树花园、紫欣华庭、锦昌年华、宣杭铁路复线、塘康公路等一批重点工程在向阳村开工建设，目前大部分工程已完成，另外向塘、向康、山西桥三个新型农居小区已建成入住；崇贤公交客运站已投入使用，秋石高架半山隧道于12年4月通车，村民的居住、出行条件和环境都有了极大的改善。
　　　　2010年启动崇贤新城开发建设，按照“融入主城，接轨副城”，崇贤新城首期启动区实施“1358”行动计划，即一年启动项目、三年初具形态、五年基本建成、八年完成新城建设。崇贤新城首期启动7.1平方公里，其中绕城以南区块6.61平方公里，向阳村作为崇贤新城建设的主战场，将面临前所未有的机遇与挑战，未来将极大改善村民的生活品质。

Displacement does not correspond directly to horsepower. Lots of  other variable at play, including amount of fuel/air mixture  injector, compression ratio, etc, which deter&mine the horsepower  output.
