例2、***高校关于进一步搞活校产办集体企业有关政策的试行办法。例3、***高校关于加快发展本院彩色印刷品生产若干措施的通知。例4、***省教育厅关于加快和深化普通高校教育体制改革若干问题的试行意见。例5、***高校关于认真做好一九九四年表彰优秀教师和教育工作者的通知。病例分析：例1的介词“关于”应用未用。以标题中四个机关联合发文，其办文意图应是面向全国各单位的，但也可理解为只是面向本系统，易产生歧义，其原因是在发文机关与理由之间缺少了介词“关于”，应补
例2的动宾搭配不当。此标题中心词为“试行办法”，其限定部分为“关于”引导的介词词组，“进一步搞活校产办集体企业有关政策”，“搞活”的宾语应是“企业”而不能是“有关政策”，“有关政策”紧接宾语之后，则需要另有一个动词与之搭配，因为“政策”只能是贯彻执行，而不能是“试行”，“试行”的只能是“办法”而不能是“政策”。例3的动宾搭配失当，文种使用不当。此标题“加快发展”的宾语应是“彩色印刷品”而不能是“若干措施”，阅文件内容有“决定采取以下措施”等语，应使用“决定”、“规定”。若使用“措施”等是非规定文种，应另拟发文通知，并随通知附发。例4的标题有多项错误：1、动宾搭配不当，标题限定部分“加快和发展”的宾语应是“普通高校教育体制改革”而不能是“若干问题”。“若干问题”需另外用一个动词与搭配，2、在没有适配动词与之搭配的情况下，“若干问题”被迫充当限定部分的中心词，而“若干问题”不能限定“试行意见”；3、“意见”本属于导向性和参考性文书，不具强制性，在“意见”之前再加上“试行”实属多余。例5缺宾语。此标题动词是“做好”后面缺少宾语“工作”应补上。二、请示、函、报告三者混淆例6、***关于申请解决更换一台锅炉并大修一台锅炉的报告。例7、***关于申请1995年公费医疗补助费的报告。例8、***关于元旦文艺联欢会所需经费的请示报告。例6的标题内容十分明确，就是要求解决问题，关键词是“请示”，“请示”的标题可直接准确概括出“请示”的内容，使人一目了然。正确的作法应是将“报告”两字替换为“请示”。例7的标题内容是某高校请求某市批准“医疗补助费问题”，他们之间不属于隶属关系，是属于平行关系。《国家行政机关公文处理办法》中明确指出“相互商洽工作、询问和答复问题，向有关主管部门请求批准等应用函”。该文件是属于请求批准“函”性公文，理应删除“报告”，将“报告”两字改为“函”。例8的标题显然是学院下属单位向上级主管部门请求解决经费的问题。《办法》中规定，向上级机关请求指示和批准应该用“请示”。此文是属于请示性公文，“报告”两字应改为“请示阅读详情：
