CU technical regulations 005 / 2011 SAFETY EQUIPMENT LOW
1. This technical regulation of the Customs Union is designed in accordance with the Agreement on common principles and rules of technical regulation in the Republic of Belarus, Kazakhstan and the Russian Federation of November 18 2010 year.
2. This technical regulation of the Customs Union is designed to establish the common customs territory of the Customs Union of uniform mandatory for the application and enforcement of the requirements for low-voltage, ensuring the free movement of low-voltage equipment, shall be issued in the common customs territory of the Customs Union.
3. If related to low voltage equipment taken other technical regulations of the Customs Union, the Eurasian Economic Community (hereinafter - EEC) establishing requirements for low-voltage, low-voltage equipment that must meet the requirements of the technical regulations of the Customs Union, the Eurasian Economic Community, the action of which it is subject.
Article 1. Sphere of application
1. This technical regulation of the Customs Union applies to low-voltage equipment, shall be issued in the common customs territory of the Customs Union. For low-voltage, which is covered by the action of these technical regulations of the Customs Union, applies electrical equipment designed for use at a nominal voltage of up to 50 1000 B (inclusive) and from AC to 75 1500 B (inclusive) DC.

3. This technical regulation of the Customs Union establishes requirements for low voltage equipment in order to protect human life and health, property, and prevention of actions misleading consumers (users) with respect to its purpose and security.
Article 2. Definitions
This technical regulation of the Customs Union, the following terms and their definitions:
manufacturer - A legal entity or natural person as an individual entrepreneur, asking on his behalf production and (or) the implementation of low-voltage equipment and responsible for its compliance with safety technical regulations of the Customs U
importer - A resident of a Member State of the Customs Union, which concluded with a non-member states of the Customs Union agreement on the transfer of foreign low-voltage equipment, implements the equipment and is responsible for its compliance with safety requirements of the technical regulations of the Customs U
rated voltage of low-voltage equipment - Input and (or) output voltage (voltage range) Low voltage specified by the manufacturer on this equipment, and o
treatment of low-voltage equipment on the market - The processes of transition to low voltage equipment from the manufacturer to the consumer (user) in the common customs territory of the Customs Union, which runs low-voltage equipment after the completio
intended use - The use of low-voltage equipment in accordance with the purpose specified by the manufacturer of this equipment and (or) o
person authorized by the manufacturer - Natural or legal person, duly registered by a Member State of the Customs Union, which is defined by the manufacturer on the basis of a contract with him for action on its behalf in conformity assessment and product placement in the common customs territory of the Customs Union, as well as to lay the responsibility for non- products to the requirements of technical regulations of the Customs U
electrical equipment - Equipment for the generation, transformation, transmission, distribution and use of electrical energy, including both direct use and built-in machines, equipment, apparatus, appliances and other products.
Article 3. Market circulation
1. Low Voltage Products available in market circulation when it meets this technical regulation of the Customs Union, as well as other technical regulations of the Customs Union, the Eurasian Economic Community, the action of which it is subject, and provided that it has passed the conformity assessment pursuant to Article 7 this technical regulation of the Customs Union and under other technical regulations of the Customs Union, the Eurasian Economic Community, the action of which it is subject.
2. Low-voltage equipment, conformity to the requirements of this technical regulation of the Customs Union is not confirmed, should not be labeled a single sign of products on the market of the Customs Union member states and not allowed to be released into circulation on the market.
3. Low-voltage equipment, not one marked with a mark of the market of the Customs Union member states are not allowed to be released into circulation on the market.
Article 4. Safety Requirements
Low-voltage equipment must be designed and manufactured so that when it is used for its intended purpose and meet the requirements of the installation, operation (use), storage, transportation (transportation) and maintenance of the equipment provided:
required level of protection against direct or indirect influence absence of unacceptable risk of elevated temperatures, arcs or radiation whinecessary level of protection from injury rotating and stationary parts of lnecessary level of protection from the dangers of non-electrical origin, arising from the application of low voltage equipment, including those caused by physical, chemical orequired level of irequired level of mechanical and the desired level of resistance to external factors, including non-mechanical nature, with appropriate climatic conditionno unacceptable risk due to overload and fault conditions failures caused by external and internno unacceptable risk when connecting and (or) installation.Low-voltage equipment must be designed and manufactured in such a way that it is not a source of fire in normal and emergency conditions.Consumer (user) should be given the necessary level of information for the safe use of low-voltage equipment for the purpose.
Article 5. Labeling requirements and operational documents
1. Name and (or) the designation of low voltage equipment (type, make, model), its main features and characteristics that affect security, the name and (or) the trademark of the manufacturer, the name of the country where manufactured low-voltage equipment, must be applied to the low-voltage equipment and specified in the annexed operational documents.In this case the manufacturer's name and (or) its trademark name and designation of low-voltage equipment (type, make, model) should also be applied to the packaging.
2. If the information listed in paragraph 1 this article, it is impossible to put onlow-voltage equipment, they can only be specified in the attached to this equipment operational documents. In this case the manufacturer's name and (or) its trademark name and designation of low-voltage equipment (type, make, model (if any)) shall be marked on the packaging.
3. Marking low-voltage equipment shall be legible, easy to read and applied to the low-voltage equipment accessible for inspection without disassembly using the tool location.
4. 4. Эксплуатационные документы к низковольтному оборудованию должны содержать: информацию, перечисленную в пункте 1 настоящей статьи; информацию о назначении низковольтного оборудования; характеристики и параметры; правила и условия безопасной эксплуатации (использования); правила и условия монтажа, хранения, перевозки (транспортирования), реализации и утилизации (при необходимости – установление требований к ним); информацию о мерах, которые следует предпринять при обнаружении неисправности этого оборудования; наименование и местонахождение изготовителя (уполномоченного изготовителем лица), импортера, информацию для связи с ними;

Article 6. Ensuring compliance with safety requirements
1. Compliance with low voltage equipment this technical regulation of the Customs Union it is ensured by the safety requirements, either directly or compliance with the requirements of standards included in the list of standards as a result of which, on a voluntary basis, compliance with the technical regulations of the Customs Union.
2. Research methods (tests) and measurements of low voltage equipment installed in the standards included in the list of standards containing rules and methods of researches (tests) and measurements, including the rules of sampling required for the application and enforcement of the technical regulations of the Customs Union and the implementation of ( confirmation) of compliance products.
Article 7. Demonstration of compliance
1. Before release into circulation on the market low-voltage equipment should be confirmation of compliance with safety requirements of this technical regulation of the Customs Union.Demonstration of compliance with the low-voltage equipment is carried out by the schemes in accordance with the Regulations on the application of the model evaluation schemes (confirmation) of compliance in the technical regulations of the Customs Union, approved by the Commission of the Customs Union (hereinafter - the Commission).
2. Low Voltage Products included in the list annexed to this technical regulation of the Customs Union, subject to conformity assessment in the form of certification (scheme 1s, 3s, 4s).Low-voltage equipment that is not included in the said list shall be subject to conformity assessment in the form of declaration of conformity (1d scheme, 2d, 3d, 4d, 6d). Selecting schema declaration of compliance of low-voltage equipment not included in the list, provided by the manufacturer (person authorized by the manufacturer)importer.By decision of the manufacturer (manufacturer's authorized person), importer confirmation of compliance of low-voltage equipment not included in the list, can be in the form of certification in accordance with paragraph 5 this article.
In the case of non-application of the standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Union, or in their absence, conformity low voltage equipment is carried out in the form of certification (scheme 1s, 3s, 4s) in accordance with paragraph 10 this article.
3. Certification of low-voltage equipment, mass-produced, is performed as 1s. Low voltage equipment for certification is the manufacturer (the person authorized by the manufacturer).Party certification of low voltage equipment is performed as 3s, a single product - the scheme 4s. Batch of low voltage equipment (single product) manufactured in the common customs territory of the Customs Union, is the manufacturer, the party of low voltage equipment (single product), imported into the common customs territory of the Customs Union, is the importer or manufacturer (person authorized by the manufacturer).
4. Certification of low-voltage equipment carried by an accredited certification body (assessment (confirmation)), included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union.Tests for certification holds accredited testing laboratory (center), included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union.
5. With the certification of low voltage equipment (circuit 1s, 3s, 4s)5.1. manufacturer (person authorized by the manufacturer), the importer provides certification authority (assessment (confirmation)) set of documents for low-voltage equipment, low-voltage equipment confirming compliance with safety requirements of the technical regulations of the Customs Union, which includes:specifications (if available); oThe list of standards which must comply with the requirements of this low-voltage equipment from the List of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Ucontract (supply contract) or shipping documentation (for the party of low voltage equipment (single product) (scheme 3s, 4s);5.2. The manufacturer shall take all measures necessary to the production process wasstable and ensures compliance manufactured low voltage requirements of these technical regulations of the Customs U5.3. Certification Body (assessment (confirmation)):5.3.1. selects sample (s);5.3.2. performs the identification of low-voltage equipment by establishing the identity of its performance characteristics specified in Article 1 this technical regulation of the Customs Union, the provisions set forth in Article 5 this technical regulation of the Customs Union and the documents listed in subparagraph 5.1 5 parag5.3.3. organizes test specimen (s) of low voltage equipment for compliance with standards of the List of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Union, and analyzes the report (s)5.3.4. conducts analysis of production (Scheme 1s).In the presence of the manufacturer's certified quality management system production or development and production of low-voltage equipment evaluates the possibility of the system to ensure stable output of certified low-voltage equipment that meets the requirements of the technical regulations of the Customs U5.3.5. issue a certificate of conformity to a single form, approved by the Commission. The certificate of conformity for low-voltage equipment, mass-produced,- Not more than 5 years, low-voltage equipment for the party (a single product) validity of the certificate of conform5.4. manufacturer (person authorized by the manufacturer), the importer:5.4.1. inflicts a single sign of products on the market of the Member States of the Customs U5.4.2. forms after completion of conformity set of documents for low-voltage equipment, which includes:documents referred to in subparagraph 5.1 5 parag protocol (s)results of the analysis of the production, a certificate of conformity.5.5. Certification Body (assessment (confirmation)) conducts inspection control of low-voltage equipment certified by testing samples in an accredited testing laboratory (center) and (or) analysis of production (Scheme 1s).
6. Declaration of conformity of low-voltage equipment (circuit 1d, 2d, 3d, 4d, 6d) carried out on the basis of:6.1. own evidence (1d scheme, 2d)- Testing of low voltage equipment (low voltage equipment for the party (a single product) (Scheme 2d);- Testing of low voltage equipment and production control by the manufacturer (for low-voltage equipment, mass-produced) (Scheme 1d);6.2. evidence obtained with the participation of accredited testing laboratory (center), the certification body of quality management systems included in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union (3d scheme, 4d, 6d)- Testing of low voltage equipment, quality management system certification of production or development and production of low-voltage equipment and production control by the manufacturer (for low-voltage equipment, mass-produced) (Scheme 6d).- Testing of low voltage equipment (low voltage equipment for the party (a single product) (Scheme 4d);- Testing of low voltage equipment and production control by the manufacturer (for low-voltage equipment, mass-produced) (Scheme 3d);- Testing of low voltage equipment, quality management system certification of production or development and production of low-voltage equipment and production control by the manufacturer (for lowequipment, mass-produced) (Scheme 6d).6.3. Declaration of conformity of low-voltage equipment, mass-produced, carries the manufacturer (person authorized by the manufacturer) schemes 1d, 3d, 6d.
Declaration of conformity to the party of low voltage equipment (single product) carries the manufacturer (the person authorized by the manufacturer), importer schemes 2d, 4d.
7. When declaring the conformity of low voltage equipment schemes 1d, 2d:7.1. manufacturer (person authorized by the manufacturer), the importer:7.1.1. generates a set of documents proving the compliance of low-voltage equipment requirements of this technical regulation of the Customs Union, which includes:specifications (if available); olist of standards, the requirements of which corresponds to this low-voltage equipment, from the list of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Uprotocol (s) of tests carried out in the test laboratory (center) at the manufacturer's discretion (person authorized by the manufacturer),Certificate (if available);manufacturer's declaration of compliance (if any) (Party for low-voltage equipment (single product) (Scheme 2d);contract (supply contract) or shipping documentation (for the party of low voltage equipment (single product) (Scheme 2d);7.1.2. performs the identification of low-voltage equipment by establishing the identity of its performance characteristics specified in Article 1 this technical regulation of the Customs Union, the provisions set forth in Article 5 this technical regulation of the Customs Union and the documents listed in subparagraph 7.1.1. 7.1 parag7.2. Manufacturer:provides production control and take all necessary measures to ensure that the manufacturing process ensures compliance of low-voltage equipment with the requirements of the technical regulations of the Customs Union (Scheme 1d).Requirements for manufacturing processes and controls, as well as the results of their control should be documented (in the form prescribed by the manufacturer);7.3. manufacturer (person authorized by the manufacturer), the importer:7.3.1. receives a written declaration of conformity for low-voltage equipment this technical regulation of the Customs Union on a single form, approved by the Commission, and inflicts a single sign of products on the market of the Member States of the Customs U7.3.2. includes after completion of conformity in a set of documents on low-voltage equipment, contained in subparagraph 7.1.1. 7.1 paragraph of this article, a declaration of conformity.
8. When declaring the conformity of low voltage equipment schemes 3d, 4d, 6d:8.1. manufacturer (person authorized by the manufacturer), the importer:8.1.1. generates a set of documents on low-voltage equipment, which includes: technical specifications (if any);oThe list of standards which must comply with the requirements of this low-voltage equipment from the List of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Ucontract (supply contract) or shipping documentation (for the party of low voltage equipment (single product) (scheme 3d, 4d) Certificate (copy of the certificate) for quality management system production or development and production of low-voltage equipment (circuit 6d);8.1.2. performs the identification of low-voltage equipment by establishing the identity of its performance characteristics specified in Article 1 this technical regulation of the Customs Union, the provisions set forth in Article 5 this technical regulation of the Customs Union and the documents listed in subparagraph 8.1.1. paragraph 8.1.8.1.3. organizes test specimen (s) of low voltage equipment for compliance with standards of the List of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs U8.2. Manufacturer:provides production control and take all necessary measures to ensure that the manufacturing process ensures compliance of low-voltage equipment with the requirements of the technical regulations of the Customs Union (3d scheme, 6d). Requirements for manufacturing processes and controls, as well as the results of their control should be documented (in the form prescribed by the manufacturer);take all necessary measures to ensure that the manufacturing process and stable operation of the quality management system of production and development and production of low-voltage equipment ensure compliance of low-voltage equipment requirements of this technical regulation of the Customs Union (6d scheme);8.3. manufacturer (person authorized by the manufacturer), the importer:8.3.1. receives a written declaration of conformity for low-voltage equipment this technical regulation of the Customs Union on a single form, approved by the Commission, and inflicts a single sign of products on the market of the Member States of the Customs U8.3.2. forms after the conformity assessment procedures set of documents for low-voltage equipment, which includes:documents referred to in subparagraph 8.1.1 8.1 parag protocol (s)declaration of conformity.
9. The declaration of conformity shall be registered in accordance with the legislation of the Customs Union. Action declaration begins with the date of its registration.Validity of the declaration of conformity for low-voltage equipment, mass-produced - no more 5 years, low-voltage equipment for the party (a single product) validity of the declaration of conformity is not installed.
10. With the certification of low voltage equipment, in case of non-application of standards from the List of standards referred to in paragraph 1 6 articles of this technical regulation of the Customs Union, or in their absence (1s scheme, 3s, 4s)10.1. manufacturer (person authorized by the manufacturer), the importer provides certification authority (assessment (confirmation)) set of documents for low-voltage equipment, low-voltage equipment confirming compliance with safety requirements of the technical regulations of the Customs Union, which includes:specifications (if available); oa description of the technical decisions and risk assessment confirming fulfillment of the safety requirements of this technical regulation of the Customs U contract (supply contract) or shipping documentation (for the party of low voltage equipment (single product) (scheme 3s, 4s);10.2. The manufacturer shall take all measures necessary to the production process was stable and ensures compliance manufactured low voltage requirements of these technical regulations of the Customs U10.3. Certification Body (assessment (confirmation)):10.3.1. selects sample (s);10.3.2. performs the identification of low-voltage equipment by establishing the identity of its performance characteristics specified in Article 1 this technical regulation of the Customs Union, the provisions set forth in Article 5 this technical regulation of the Customs Union and the documents listed in subparagraph 10.1 10 parag10.3.3. conducts conformity assessment of low voltage equipment directly safety requirements of this technical regulation of the Customs Union.At the same certification authority (assessment (confirmation)):determines, based on the security requirements of the technical regulations of the Customs Union of specific safety requirements for the certified low-analyzes of engineering solutions and risk assessment confirming fulfillment of the safety requirements of this technical regulation of the Customs Uniondetermines from the List of standards referred to in paragraph 2 6 articles of this technical regulation of the Customs Union, the standards established by the methods of measurement and testing, or in their absence, defines control procedures, measurements and tests to verify that the low-voltage equipment specificarrange for testing of low voltage equipment and analyzes the report (s)10.3.4. conducts analysis of production (Scheme 1s);In the presence of the manufacturer's certified management system production or development and production of low-voltage equipment evaluates the possibility of the system to ensure stable output of certified low-voltage equipment that meets the requirements of the technical regulations of the Customs U10.3.5. issue a certificate of conformity to a single form, approved by the Commission.The certificate of conformity for low-voltage equipment, mass-produced - no more 5 years, low-voltage equipment for the party (a single product) validity of the certificate of conform10.4. manufacturer (person authorized by the manufacturer), the importer:10.4.1. inflicts a single sign of products on the market of the Member States of the Customs U10.4.2. forms after completion of conformity set of documents for low-voltage equipment, which includes:documents referred to in subparagraph 10.1 protocol (s)results of the analysis of the production, a certi10.5. Certification Body (assessment (confirmation)) conducts inspection control of low-voltage equipment certified by testing samples in an accredited testing laboratory (center) and (or) analysis of production (Scheme 1s).
11. Set of documents for low-voltage equipment must be stored on the territory of the Customs Union member states to:LVD - the manufacturer (person designated by the manufacturer) for at least 10 anniversary removing (termination) from the production of low-batch of low voltage equipment - the importer or person authorized by the manufacturer for at least 10 anniversary of the implementation of the latest products of the party.
Article 8. Marking a single sign of products on the market of the Member States of the Customs Union
1. Low Voltage Products and corresponding safety requirements of this technical regulation of the Customs Union and the elapsed conformity assessment pursuant to Article 7 this technical regulation of the Customs Union shall be marked in a single sign of products on the market of the Member States of the Customs Union.
2. Marking a single sign of products on the market of the Customs Union member states is carried out before the release of low-voltage equipment in circulation in the market.
3. Single sign of products on the market of the Customs Union member states is applied to each unit of low-voltage equipment in any way, providing crisp and clear images during the lifetime of low-voltage equipment, as well as provided in the annexed operational documents.
4. May be applied as a single mark of products on the market of the Member States of the Customs Union only on the packaging and in the annexed operational documents, if it can not be applied directly to the low-voltage equipment.
5. Low Voltage Products marked with a mark of a single product on the market of the Member States of the Customs Union in its compliance with all the technical regulations of the Customs Union, the Eurasian Economic Community, whose impact on himspreads and providing application of the mark.
Article 9. Safeguard clause
Member States of the Customs Union shall take all measures to control, prohibition of issue of low voltage equipment in the common customs territory of the Customs Union, and withdrawal from the market of low-voltage equipment not complying with the safety requirements of the technical regulations of the Customs Union.
