三、投标人资格要求
(一)本资格要求
1、应具有独立订立合同的法人资格;
2、应具有完善的质量保证体系,必须提供有国家认定的有资质机构颁发的ISO9000系列认证书或等同的质量保证体系认证证书;在专业技术、设备设施、人员组织、业绩经验等方面具有设计、制造、质量控制、经营管理等方面的相应资格和能力;
3、具有设计、制造与招标设备相同或相近的设备的能力,在安装、调试和运行中未发现重大的设备质量问题或对曾发生的问题已有有效的改进措施;
4、投标人最近3年内没有发生骗取中标、严重违约等不良行为;在国家电力投资集团公司《供应商合同执行/招投标行为不良记录信息采集表》无不良记录的厂家;
5、经营状况良好。具有良好的银行资信和商业信誉,没有处于被责令停业、财产被接管、冻结、破产状态。
6、如果投标人按照合同提供的货物不是投标人自己制造的,投标人应得到货物制造商同意其在本次投标中提供该货物的正式唯一授权。
7、投标人开户银行在开标日前六个月内开具的资信的或该的复印件。

2、近10年内,具有为国内超超临界600MW等级及以上燃煤机组提供管道材料至少3个项目安全运行超过6年的业绩,且近3年内具有国内同等机组的供货业绩;同时须提供完整的合同资料、运行投产时间以及联系方式。
3&CEC/ICD/2015-55&电熔焊管&1、具有独立订立外贸合同的法人资格,不接受联合体投标。
2、近5年内,具有为国内超超临界600MW等级及以上燃煤机组提供管道材料至少2个项目安全运行超过2年的业绩。业绩的供货范围必须是再热冷段系统的整套材料,同时须提供完整的报告显示,在9项信息要素中被调查者的态度得分最高,31个省份的平均得分为70.01分,说明大部分政府部门对政府信息公开申请能够积极回应。合同资料、运行投产时间以及联系方式。

四、发售招标文件事宜

Power Generation

Power plant
Power plant is a basic industrial facility for the generation of energy resources. Most power stations are equipped with heat exchanger system using seamless carbon tubes.
HC T&P's carbon steel tubes and pipes are used in mechanical and pressure applications, most commonly in steam, water, gas and air lines as well as in a heat recovery steam generator (HRSG) stations, which recovers heat from hot gases coming from a gas turbine. It produces steam used to drive a steam turbine that generates electricity. An HRSG is a heat exchanger, used in combined cycle power.

The thousands of chemcials in the world imply a multitude of challenges for materials.
Over the decades, corrosion problems and prevention are main issues of chemical and petrochemical industries.
A major factor that decreases efficiency is corrosion of the metal components found throughout the process line of the hydrocarbon refining process in petroleum refinery.
Corrosion causes the failure of parts in addition to dictating the cleaning schedule of the refinery, during which the entire production facility must be shut down and cleaned.
The cost of corrosion in the petroleum industry has been estimated at US$3.7 billion.
Corrosion occurs in various forms in the refining process, such as pitting corrosion from water droplets, embrittlement from hydrogen, and stress corrosion cracking from sulfide attack.
For the application of materials, carbon steel is about 80% of refinery components, because of its price competitiveness. Carbon steel is resistant to the most common forms of corrosion, particularly from hydrocarbon impurities at temperatures below 205°C, but other corrosive chemicals and environments prevent its use everywhere.
Common replacement materials are low alloy steels containing chromium and molybdenum, with stainless steels containing more chromium dealing with more corrosive environment.
More expensive materials commonly used are nickel, titanium, and copper alloys.

Application
HC T&P's carbon steel tubes and pipes are used in mechanical and pressure applications, most commonly in steam, water, gas and air lines as well as in a heat recovery steam generator (HRSG).
An HRSG is a heat exchanger, used in combined cycle power stations, which recovers heat from hot gases coming from a gas turbine.
It produces steam used to drive a steam turbine that generates electricity.
HRSG tubes operate at high pressures and temperatures for long periods of time and must guarantee excellent creep, corrosion, and steam oxidation resistance. HC SA/A179, HC SA/A192, HC SA/A210 grades are simply the best products for HRSG applications.

Application
Stainless steel tubes and pipes generally are used for various industries such as chemical, coal, petroleum and paper manufacturing industries. Stainless steel is resistance to corrosion and staining, low maintenance, relatively low cost, and familiar luster make it an ideal material for many applications.
There are over 150 grades of stainless steel, of which fifteen are most commonly used.
The major application fields of stainless steel alloy are cookware, cutlery, hardware, surgical instruments, major appliances, and industrial equipment (for example, in sugar refineries), an automotive, aerospace structural alloy and construction material in large buildings.
Stainless steels are often used to transport orange juice and other food due to its corrosion resistance and antibacterial properties.
These properties of stainless steel are largely used for commercial kitchens and food processing plants for the benefits of being steam-cleaned, sterilized, and surface finish as it is without any painting.
Unlike plating, the finish is not subject to flaking, peeling, wear-off due to rubbing (as when repeatedly removed from a holster), or rust when scratched.
Stainless steel is also used for jewelery and watches with 316L being the type commonly used for such applications. It can be re-finished by any jeweler and will not oxidize or turn black.
