“环保斗士”马军：环境信息公开有助污染减排
　　中新社上海3月26日电 (记者 邹瑞h)曾揭开“苹果”污染秘密，被媒体称为“环保斗士”，并获得2012年度第三届中国软科学奖的环保工作者马军，26日在复旦大学的讲座中认为，环境信息公开有助污染减排。
　　他称，中国的空气污染、水污染形势严峻。目前的污染治理中最主要的障碍，不是技术也不是资金，而是排污企业缺乏减排动力。他指出，应当通过环境信息的公开，让政府和消费者对企业施加压力，从而达到污染减排的目的。
　　早在1999年，马军就在《中国水污染》一书中全面深入地阐述了中国几大主要水域面临的洪水、断流、水短缺、水污染等问题，在海内外引起强烈反响。
　　马军在当天的讲座中谈到，中国的江河湖海近年警报频传，污染的泄露，造成了很大的危害。在城市，越来越多集中的水源地受到污染的影响；灰霾覆盖着上百万平方公里的土地。
　　他说，在过去十年里，中国投入了巨大的资金和技术力量治理污染，但没能取得显著效果。在他看来，个中原因最主要的是缺乏治理的动力。环境执法困难、环境诉讼极其艰难、公众参与的渠道也还没有打开，而要克服这三大难点，需要环境信息的公开。因为只有公众的广泛参与，用他们的消费权利对企业形成压力，才有可能使污染得到有效治理。“苹果”的污染事件就是最好的例子。
　　马军透露，目前重庆已有部分区域对企业污染物进行发布；江苏省已经开始将在线检测的数据，公布主要污染源企业违规超标的情况；武汉也已经建设自己污染源的分布图。有了这些数据之后，NGO组织就可以从绿色供应链入手，向企业施加基于金融杠杆的压力。(完)　　（原标题：“环保斗士”马军：环境信息公开有助污染减排）

高速公路围栏有利于控制环境污染
　　沿着高速公路建造围栏将会在未来大面积出现，用以防止高速公路上的车流声音以及车灯影响周围居民的生活，这些围栏对于防止空气造成的污染也有着不小的作用。　　在美国国家海洋和大气局与美国环境保护署联合进行的一项研究中，研究者释放了对人体无害的“追踪剂”来检测潜在流动的污染物质,如一氧化碳、重金属颗粒，同时也检测了挥发性有机化合物如苯物质。这项研究结果显示，建造了围栏的高速公路附近的居民区，所受到的污染明显比无围栏的要小。　　高速公路围栏建造的初衷是为了减少高速公路的噪音，同时也是为了改善附近居民的视野所及的环境。最初，这些围栏并没有进行美学设计，外观丑陋，但是现在很多围栏爬满了葡萄藤蔓和其他的植物，从外观上大大提高了。　　美国国家海洋与大气局首开先河，对高速公路围栏附近的大气污染物移动所带来的影响进行了研究和评估，这一项研究报告将会刊登在2010年1月的《大气环境》上。　　气象学者丹尼斯费恩（DennisFinn）表示：“这些围栏在阻挡了噪音和行驶过的川流不息的汽车景象的同时，我们发现也通过抬升和消散污染物到一个居民区外的地区，使得与高速公路连接的居民区内污染物浓度下降许多。”费恩是该研究的主要作者。　　大量的研究表明，很多患有各种危害人类健康的隐形疾病比如呼吸系统疾病，心血管疾病以及癌症的人们都是居住或者工作在车流拥挤的地带附近。降低大气环境污染物对居住在公路附近的公民有着十分积极的作用。　　现在，研究者已经能够在不稳定、中性、稳定的大气环境中实施研究，量化路边围栏对污染物扩散的影响。大气的稳定性是衡量大气混合程度的标尺，比如不稳定大气状态（有风的天气）能导致最大程度大气混合，从而降低污染程度，而反之稳定的大气状态（无风或者微风天气），大气混合程度低，大气污染物浓度高，并且持续时间长。　　费恩表示：“我们同时也发现公路围栏将污染物困在公路里面及两旁，尤其是在无风或者风力很小的夜晚。经比较，有围栏的公路的污染物数量要比没有围栏的高很多。”　　毫无疑问，这一项研究证明公路围栏将污染物集中在公路两旁，尤其是当大气环境处于稳定状态时。（非贝）

In the afternoon I went to the market to buy vegetables and cooked a simple but delicious dinner for my family.
