Yes, those are the speckles that ASICS puts into their support material. It is completely normal and expected as this is the design of that material.
The pattern is random and intentional.
That material is only on the inside arch area of the shoe.
The area in question is called the medial post area of the shoe and the speckles indicate a denser foam material for support.
