10th CHINA CUP INTERNATIONAL REGATTA 2016-NOTICE OF RACE
第十届中国杯帆船赛由国家体育总局水上运动管理中心及深圳市文体旅游局主办，由香港游艇会、深圳大鹏游艇 会及深圳万科浪骑游艇会提供官方基地服务。于日& 10月30日在中国深圳及香港水域举行，诚邀国际及本地区选手参加。
The 10th China Cup International Regatta is organised by the Water Sports Administration Centre of the General Administration of Sport of China and Shenzhen Municipal Administration of Culture, Sports and Tourism, supported byRoyal Hong Kong Yacht Club and with Shenzhen Dapeng Yacht Club and Shenzhen Vanke Longcheer Yacht Club providing base support.The regatta will be held on October 27th to 30th 2016 in the waters of Shenzhen and Hong Kong and will consist of four days of racing.

2. 比赛规则
2.1 执行《国际帆联帆船竞赛规则》(RRS)中定义的规则。
2.2 不采用任何国家官方规定。
2.3 下列规定将适宜地应用
－国际帆船联合会（ISAF）第四类离岸赛特别规则；
－IRC规则2016第A，B及C部（IRC-C）－ 除22.4条外，选手数目及体重将不设规限；但作为统一设计组别 的船只须符合IRC规则第22.4.1条。
－香港帆船总会（COA）HKPN让分制系统（包括HKPNIPS－对提升表现的罚则,以及俱乐部自有或共有J80 系数）；
－统一设计船型级别规则；
－此赛事公告；2016中国杯帆船赛航行细则及其之后的修改。 上述规则以倒序优先排列。
2.4 本赛事公告的内容可能会于2016中国杯帆船赛航行细则中被修改。
2.5 本赛事公告为中文及英文版，如两者出现不同理解，英文为优先语言。
2.1 The China Cup International Regatta 2016 will be governed by the rules as defined in The Racing Rules of Sailing.
2.2 No national authority prescriptions will apply.&
2.3 The following prescriptions will apply as appropriate:
& the ISAF Offshore Special Regulations for a Category 4
& the IRC Rules 2016, Parts A, B & C (IRC-C), except that IRC Rule 22.4 shall not apply.There will be no limitations on crew number or weight except as required for boats rated as one designs which shall comply with IRC Rule 22.4.1
& the Hong Kong Sailing Federation (HKSF) HKPN handicap system (including the HKPN PIPS - Performance Increase Penalty Scheme, Club owned and club co-owned J80s);
& the Class Rules of boats entered in a One Design C
& this Notice of R and
& the China Cup International Regatta 2016 Sailing Instructions and amendments .& & & &&
Succeeding items in the above list will take precedence.&
2.4 This Notice of Race may be amended by the China Cup International Regatta 2016 Sailing Instructions.&
2.5 This Notice of Race is published in both Chinese and English, if there is a conflict between languages, the English text will take precedence.&
3.1 赛事期间，所有显示在参赛船只和／或选手服饰的广告，必须完全符合国际帆船联合会章程20。船长须于参 加首场比赛前向竞赛委员会提交其国家官方所发的广告许可证复印件。
3.2 参赛船只应当展示竞赛委员会提供的比赛赞助商广告,并以竞赛委员会提供的广告样板粘贴和展示.
3. &ADVERTISING
3.1 &Competitors& advertising displayed on boats and/or on crew-wear during the event shall be entirely in accordance with ISAF Regulation 20. Skippers shall produce a copy of their boat&s HKSF or National Authority advertising license to the race committee prior to the first race in which they intend to display the advertising.&
3.2 &Boats shall be required to display advertising chosen and supplied by the organizing authority. OA advertising shall be displayed according to the requirement of race committee.
4. 参赛资格及报名
4.1 本地区和国际选手（船队）代表其国家／城市／俱乐部或船东组队均可报名参加中国杯帆船赛。
4.2 除符合国帆联离岸赛第五类特别规则的安全要求外，所有船只必须携带甚高频无线电收发器，并具备传输及接收72和77频道（附加16频道）的能力。
4.3 符合资格的船只必须是适合航海的单体船，全长（LOA）不短于8米（船首伸缩形球帆杆或船首撑杆不包括 在内）。
4.4所有参赛选手须年满18周岁或以上，每个船队允许有一名12周岁或以上的选手报名，但须提交该名选手在当 地主管机关或俱乐部颁发的合格航海资质方可参赛。
4.5 比赛设有统一设计级别（博纳多FIRST40.7,巴伐利亚Cruiser 37,FE28R,J/80,符合参赛资格的同一船型需最 少有10只船同时参赛,且每个船型需有5个以上国家或地区船队参赛)，统一设计组别的船只需符合其所在组别的 统一级别规则要求方可参赛。IRC级别或HKPN让分制级别，竞赛委员会可根据参赛船只的数量在竞赛日前作适 当组别调整,此后不再做组别调整。
4.6 符合报名资格的船队可递交报名表、选手名单、船长和至少三名主要选手的比赛经历、香港籍船只：香港海 事处颁发的《拥有权证明书》和《运作牌照》/中国籍船只：中国海事局颁发的《船舶国籍证书》、《船舶所有 权登记证书》、由中国船检局或船级社颁发的《游艇适航证书》或中国帆船帆板运动协会颁发的《中华人民共和 国运动船舶证书》和《适航证》、船长在当地考取的驾船适任能力证书（中国籍船长驾驶中国籍船只必须提交中 国海事局颁发的《游艇驾驶证》(风帆混合动力)或中国帆船帆板运动协会颁发的《帆船驾驶适认证》）、船只吨 位证书或吨位数据的相关证明，并缴纳报名费，选手费可提前支付也可报到注册现场缴纳。中国杯帆船赛组委会 深圳办公室将在收齐所有报名材料的5个工作日内正式回复是否接受报名，如若在规定日期内材料提交不完整或 不符合要求，将视为无效报名没有资格竞赛，除非组委会接纳其提出的理由和证据。
4.7报名参加IRC组别的船只需提交有效的IRC证书复印件或扫描件，报名参加HKPN组别的船只需提交由香港帆 船总会（COA）发出的HKPN系数。办理或更新IRC证书可联系IRC中国代理机构深圳市纵横四海航海赛事管理 有限公司 伍斌：邮箱：。申请HKPN系数请浏览以下网址：
4.8 报名截止日期为日（星期五），中国杯帆船赛组委会有权根据报名情况调整截止日期。过了上 述限期，参赛船队仍可向组委会申请报名，但须于日（星期六）之前递交报名材料，并缴纳逾期报 名费。
4.9 报名参加第一场港深拉力赛的船队必须于日（星期一）之前提交第4.6条规定的材料供中国海 事局和香港海事处审批，逾期则不接受报名参加港深拉力赛。其中中国籍船只须提交中国海事局颁发的《船舶国 籍证书》、《船舶所有权登记证书》、中国船检局或船级社颁发的《游艇适航证书》以及香港海事处、香港卫生 署出入港申报表格；中国籍船长驾驶中国籍船只须提交中国海事局颁发《游艇驾驶证》(风帆混合动力)或中国帆 船帆板运动协会颁发的《帆船驾驶适任证》（B级以上）；参加拉力赛且船龄超过15年的船只须提交当地相关机 构出具的船检报告，船检报告有效期为两年。
4.10 每名非中国籍的参赛选手须持有效的中国大陆入境签证才能入境，参加港深拉力赛的中国籍选手的《往来 港澳通行证》签注不能是团体签注（L签）。
4.11 根据《中华人民共和国国境卫生检疫法实施细则》第四章第二十五条规定，参加港深拉力赛的船只在入境 时需悬挂国际通语信号旗&&Q&字旗等候查验，表示本船没有染疫，请发给入境检疫证。在卫生检疫机关发给 入境检疫证前，不得降下检疫信号。参加港深拉力赛的船队需自备Q旗或在报到注册时购买。
4. &ELIGIBILITY AND ENTRY
4.1 The China Cup International Regatta 2016 is open to entries from local and international sailors (and crew) who may be representing a country/a city/a club (or simply an individual boat owner).&
4.2 &In addition to meeting the Category 5 safety equipment requirements, all boats shall carry a VHF transceiver capable of transmitting and receiving on Channels 72 and 77 (in addition to Ch 16).&
4.3 &The regatta is open to all monohull boats of not less than 8m length overall (LOA) excluding bowsprit and/or bumpkin.
4.4 &All competitorsshallbe aged 18 or above, except that each boat may have one youth sailor (age 12 or above) who must submit a copy of Certificate of Competencyissued by the local authority.&
4.5 &Racing will be provided for entries from established One Design Classes (i.e. China Cup Beneteau First 40.7, Bavaria Cruiser 37, FAREAST 28R, J/80, provided that there is a minimum of 10 entries of the same designand each design should register with teams representing 5 or above countries or regions) .All boats entering One Design Classes must comply with requirement in one design class rules to enter.And for classes racing under IRC or HKPN ratings. Subject to the number of entries in a class, entries may be placed into divisions at the discretion of the race committeebefore the start of racing day, and no adjustment will be done afterwards. &&
4.6 &Eligible boats may enter the event by completing the Entry Form, Crew list, Crew experience form (of the skipper & at least 3 majorcrew members), Hong Kong registered boats: Certificate of Ownership and Operating License issued by Hong Kong Marine Department/Chinese registered boats: Certificate of Registry and Ownership Certificate issued by China Maritime Safety Administration or Sportboat License/Operating License issued by Chinese Yachting Association, Sea Worthy Certificate issued by China CCS or MSA, skipper&s Certificate of Competency issued by the local authority(Chinese skippers who races on a Chinese registered boat must submit the certificate &issued by Chinese Yachting Association or Yacht Driving License (Code A2F) issued by China Maritime Safety Administration), tonnage certificate or relevant tonnage data documents and pay the Entry Fee. Crew Fee can be transferred by bank or pay upon registration. Applicants will be informed whether or not their entry has been accepted within 5 working days of the receipt of a complete entry by the Shenzhen Regatta Office. If applicants fail to submit the above items or not qualifiedbefore the entry deadline, the entry will be considered as a failure, in which case, boats will not be eligible to compete unless the reasonis accepted by the race committee.&
4.7 Boats registered for IRC class should submit a copy of a valid IRC rating Certificate. Boats registered for HKPN class should provide the assigned HKPN rating provided by HKCOA. 4.8 The deadline for registration is Thursday 1st Sep 2016, which can be adjusted at the discretion of the Organizing Committee. Late entries may be accepted up until Saturday 10th Sep2016at the entire discretion of the race committee and subject to payment of the specified late-entry fee.&& &&
4.9 &Any boats intending to enter and compete in the Passage Race from Hong Kong to Shenzhen must submit the required documents specified on 4.6 for China Maritime Safety Administration and Hong Kong Marine Department&s approval on or beforeMonday15th Aug 2016.Chinese registered boats must submit the Certificate of Registry and Ownership Certificate issued by China Maritime Safety Administration while theskipper&s Certificate of Competency must submit the Yacht Driving License (Code A2F) issued by China Maritime Safety Administration or Competence Lisence (Level B or above) issued by Chinese Yachting Association. In addition, applicants should complete the Port formalities and Free Pratique application as required by the Hong Kong Marine Department and Health Department. Any participating boats of the Passage Race constructed for 15 years or above must submit a Certificate of Inspection issued by local authority, effective for 2 years.&
4.10 For non-Chinese crew members to be permitted to land atMainland China, a valid China visa is required for each person.For Chinese crew members, the endorsement type of HK & Macau Exit-Entry permit cannot be L type.
4.11 According to the rules ofthe &Rules of the People&s Republic of China on the implementation of the frontier health and Quarantine Law&, all passage race boatsshould fly the CIQ flag (yellow flag)before immigration, required to be examined.The boat should not lower the CIQ flag before the Entry & Exit Inspection and Quarantine Bureau issue the CIQ certificate. Please prepare the flag on your own or purchase upon registration. &
5.1 参加2016中国杯帆船赛需缴纳以下报名费：
优惠报名费(或以前) 人民币1000元(港币1300元/165美元/150欧元)
比赛报名费(至7月31日) 人民币2000元(港币2600元/330美元/300欧元)

逾期报名费(日或以后）人民币5000元(港币6100元/790美元/740欧元)
如在报名之后申请退赛,报名费将不退还。
5.2 选手费：除船长外，每名选手须缴纳人民币500元(港币650元/85美元/75欧元），作为比赛期间深圳酒店至 赛场往返接驳专车、自助晚餐、纪念品和颁奖晚宴入场费用。
5.1 The required fees for the China Cup International Regatta 2016are as follows:

5.2 &Additional Crew fee of RMB$500 (HK$650 / US$85) for each additional crew member and supporter for official shuttle buses transportation between Shenzhen hotels and regatta center, dinner, souvenirs and crew tickets for all official functions and parties of the Regatta.

7.1每条参赛船只必须据其参加级别而提交有关船只的IRC有效证书或HKCOA发出的HKPN系数，提供有关 资料为参赛者之责任。
7.2 统一设计级别船队的船员应保持不变，且不在比赛之间进行更换。

7. &MEASUREMENTS
7.1 Boats racing under IRC shall submit a copy of their valid certificate,it being the onus on the entrant to&provide such information. Boats entering the HKPN Division will be assigned HKPN numbers as issued by the HKSF.
7.2 The crew numbers in One Design Class should be constant throughout the regatta and are not&changed between races.
7.3 All competitors in One-design Class must be registered and substitution of competitors will not be&allowed without prior written approval of the race committee. Application for substitution of competitors&should be submitted before 20:00 the day before racing.
7.4 Accredited journalists, photographers or cameramen who are not regular crew members and are&registered as official media at The China Cup International Regatta& may join and/or leave a boat at any&time and by any means so long as their doing so does not directly affect another competitor and they&play no part in the racing of the boat. This changes rule 47.2

8. SAILING INSTRUCTIONS
The sailing instructions will be available prior to the regatta.
9.航行路线:

9.2 参赛者可参阅海图(Admiralty Chart) 937号及中国海军海图15369，或其他比例更高的香港及大亚湾海图。
9. &COURSES
9.1 The courses to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructionsand will be decided depending on prevailing weather conditions.
9.2 & Competitors are referred to Admiralty Chart No. 937 and to Chinese Navy Chart 15369, and other larger scaled charts as are available of local areas of Hong Kong and Daya Wan, China.
10. 处罚体系：
10.1& 对于所有参赛组/级别，修改规则44.1，由2圈解脱改为1圈解脱。
10.2& 根据规则70.5, 国际仲裁的裁决为最终判决。
10.&PENALTY SYSTEM
10.1 For all classes rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
10.2 Decisions of the international jury will be final as provided in rule 70.5.
11.1 最少要完成4场比赛，才能构成有效的系列赛总成绩。
11.2 当完成少于5场比赛时，船只的总积分为其所有得分的总和。
11.3 当完成5场或以上比赛时，船只的总积分为其所有得分总和扣除其最差分数。
11. SCORING
11.1 A minimum of 4 races are required to be completed to constitute a series warranting overall prizes.
11.2 &When fewer than 5 races have been completed, a boat&s series score will be the total of her race scores.
11.3 &When 5 or more& races have been completed, a boat&s series score will be the total of her race scores excluding her worst score.
12.1 &2016 中国杯帆船赛将向每个级别(和/或一个级别内的任何组别)总成绩前三名颁发奖项。
12.2 &博纳多奖杯将授予每个IRC 组别博纳多船只的冠军。
12.3 &第一场港深拉力赛设冲线奖。
12.4 &每晚的颁奖礼将会颁发当日比赛(每个级别或组别)的第一名,而总奖项将于2016 年10 月30 日星 期日晚的颁奖礼颁发。
12.5 &竞赛委员会可能决定颁发其他奖项。
12. PRIZES
12.1 The 2016 China Cup International Regatta prizes will be awarded to theboats in the first three positions in the overall series scores for each class (and/or any divisions in a class).&
12.2 The Beneteau Cup will be awarded to the first placed Beneteau boat in each division of the IRC Class.&
12.3 Line honourof Race1will be awarded.
12.4 Day prizes will be presented to the first placed boats in each class/division at the daily Prizegiving, with the major and overall prizes being presented at the Monday night Prizegiving.&
12.5 Other prizes may be awarded at the discretion of the race committee.

13.3&请各船主和船长跟组织机构,竞赛委员会和深圳赛事办公室密切合作,于限期前完成手续及口交所有必需 的资料,证件,表格等。此乃船主和/或船长必须遵守之责任,不依从者将被视为未完成参赛 程序,在这种情况下,船只将没有资格竞赛,除非竞赛委员会接纳其口出之理由。
13. &DISCLAIMER OF LIABILITY
13.1 Yacht racing can be dangerous. The attention of owners and skipper is drawn to RRS Fundamental Rule 4: &The responsibility for a boat&s decision to participate in a race or to continue racing is hers alone& and to Special Regulation 1.02 (first point) which begins &The safety of a yacht and her crew is the sole and inescapable responsibility of the Person-in-charge...&&
13.2 The organizing authority,RHKYC, Shenzhen Dapeng Yacht Cluband Shenzhen Vanke Longcheer Yacht Club will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event.&
13.3 Owners and skippers are invited to co-operate closely with the organisingauthority, race committee and the Shenzhen RegattaOffice in completing the formalities of their boat entries by submission of all required information, certificates, forms, etc. within the deadline dates quoted throughout this Notice of Race.& It is the sole responsibility of the owners and/or skippers to comply with the deadline dates and failure to do so in respect of any aspect will be treated as a failure to enter the Regatta, in which case, boats will not be eligible to compete unless evidence of genuine extenuating circumstances for the lateness is accepted by the race committee.&
14.1每条参赛船只需购买最少100 万港币的第三责任险,保证赛事期间及赛事区域有效。
14.2每名参赛选手与乘客需购买不低于50 万人民币的人身意外伤害险(含医疗),保证赛事期间及赛事区域有 效。

14. &INSURANCE
14.1 Each participating boat shall be insured with valid third party liability insurance with a minimum cover of HK$1,000,000effective for designated racing venue and dates.&
14.2 Each crew and passenger onboard shall be insured with valid personal accident insurance with a minimum cover of RMB$500,000 effective for designated racing venue and dates.
14.3 Each team shall submit the copies of boat and crew insurance certificates to the race committee.

2016第十届中国杯帆船赛赛事公告-补充通知
1. 对于IRC组别、HKPN组别和博纳多First 40.7统一设计组别中参加离岸赛的船队， 国际帆联第四类离岸赛特 别规则中的第4.2.6条（ 要求船上配备暴风帆） 不适用。此项更改了第四类离岸赛特别规则第4.2.6条。&
2. 删除赛事公告第4.2 条， 替换为：4.2 为了符合安全设备要求，所有船只必须携带甚高频无线电对讲机（VHF） ，并具备传输及接收72 和77 频道（附加16 频道）的能力。&
3. 删除赛事公告第12.4 条， 替换为:12.4 每晚的颁奖晚会上将会颁发当日比赛（每个级别或组别）的第一名。 总奖项将于2016年10 月30 日（ 星期日） 晚的颁奖仪式上颁发。
