一、新区社会经济发展概况Overview of Social and Economic Development in Longhua New District龙华新区于日挂牌成立。辖区总面积175.58平方公里，常住人口143.45万人。2015年，新区GDP达1630亿元，人均GDP达111000元，形成了以工业为主导、电子信息业为支柱、外向型经济特征显著的发展格局，是深圳的产业大区。Longhua New District was founded on December 30, 2011. It comprises a total area of 175.58 square kilometers and a permanent population of 1.4345 million people. In 2015, the GDP reached 163 billion yuan. Per capita, the GDP is 111000 yuan. It is the industrial district and the electronic information sector in Shenzhen. The number of students in primary and secondary schools is 131,000, of which &53,000 are in kindergarten. Among other things, the New District is implementing advanced international concepts relating to management techniques. High-quality international education paradigms have been introduced, aiming to add modern international elements to our curriculum. Additionally, we seek to promote, through education, greater international understanding both in terms of class content, and in terms of the interaction between teachers and students.&奥地利维也纳宫廷乐团团长、维也纳音乐大学教授维尔纳?哈克尔指导龙华中学爱乐管乐团的孩子们排练Vienna Hacker, the head of the Austrian Vienna Court Orchestra and the professor in Vienna University of Music came to Long Hua Middle School to guide the students rehearse马来西亚寻根之旅冬令营师生体验玉龙学校武术课程The teachers and students of winter camp from Malaysia took &martial arts courses in Yu Long School with the aim of seeking roots（一）与加拿大列治文市教育局牵手合作Cooperation With the Education Bureau of Richmond City, Canada新区和加拿大BC省列治文市教育局签署了为期五年的教育合作协议。合作项目包括：推动双方的学校、学生和教职工建立紧密联系；双方互派教师和管理人员交流学习，探索设立专业发展项目等等。现成功举办了两期中加合作项目共228名教育管理干部和骨干教师参加了研修学习。丹堤实验学校成功开设“中加实验班”，实验班学生达105人。中加教育融合发展和实践研究，开启了新区教育国际化新里程。The New District signed an education cooperation agreement with the education bureau of Richmond City in Canada for five years. Cooperation projects include promoting close contact between the students and faculty of the schools, and the exchange of teachers and management personnel, as well as setting up professional development programs. So far, two Sino-Canadian cooperation projects have been successfully hosted. 228 of the best teachers participated in the training program. Dandi Experimental School has set up &Sino-Canadian experimental classes.& The number of students reached 105. The integrative development and the practical study of Sino-Canadian education is a milestone of internationalization in the New District.龙华新区政府与加拿大列治文学区签订合作协议Longhua new district signed a cooperation agreement with the School District of Richmond，BC，Canada（二）与港澳地区开展教育合作与交流Education Cooperation and Exchanges with Hong Kong and Macao Regions积极推动深港教育合作常态化高端化发展，扩大深港姊妹学校规模，促进两地学校在教师、学生和课程等方面的交流与合作。2015年9月份在美中学校、展华实验学校开设了4个港籍班，使新区港籍学生不出龙华就能尽享与香港学校相同的优质教育。目前，龙华中学、潜龙学校、行知小学、同胜学校、展华实验学校等10所学校分别与香港曾璧山中学、伯裘书院、汉化学校、天主教南华中学、乐善堂梁銶琚书院缔结姊妹学校。四年来，共有5800多人次参加了互访活动。到2020年，力争中小学与境外学校缔结姊妹校的比例达50%以上。We are actively promoting education cooperation in a regular and high-quality way by expanding cooperation between Shenzhen and Hong Kong schools by, for example, promoting exchanges and cooperation between schools among teachers, students and courses. In September 2015, 4 Hong Kong based classes were established in Chinaus School and Zhanhua Experimental School. Students in these four classes enjoy the same quality education as the students in Hong Kong. Currently, ten schools, including Longhua Middle School, Qianlong School, Xingzhi Primary School, Tongsheng School and Zhanhua Experimental School respectively have connected with schools in Hong Kong. Over the last four years, more than 5800 students participated in exchange programs where they attended sister schools. By 2020, the New District strives to make the proportion of sister school students in primary and secondary schools reach over 50%.新华中学赴香港东华三院黄风翔中学参观交流Xin Hua Middle School went to Hong Kong to visit Huang Fengxiang Middle School观澜中学师生参观香港电台Students and teachers from Guan Lan Middle School visited Radio and Television in Hong Kong（三）与英美等国家开展教育合作与交流Education Cooperation and Exchanges with Countries Such As Britain and America积极与英美等教育发达国家的合作与交流：一是扩大聘请外籍教师的规模，目前已聘请20多名外籍教师。到2020年，力争具有聘请外教资格的中小学校比例达到50%。二是开展多层次、有特色、重实效的中外教育教学交流活动。如龙华中学与瑞典Moutain高级中学结为友好学校。玉龙学校、行知小学等三所学校派出8名骨干教师赴马来西亚参加推动华文教育发展的志愿服务。潜龙学校成功通过了NCCT（国际学校评估）评估认证，成为全国第一所接受NCCT评估认证的公办学校。观澜中学管乐团、上芬小学民乐团、新华中学轮滑队、高峰学校芭蕾团等精品社团主动走出国门展示特色项目。据统计，新区成立以来共有300多人次参加了国际赛事及特色展示活动。三是实现教育观念国际化、课程建设国际化、教学方式国际化。四年来，龙华中学、观澜中学、美中学校等学校被美国加州大学、宾夕法尼州大学、波士顿大学等名校录取的学生就达220多人。四是积极参与“海外培训计划”，探索设立教师海外培训基地，扩大中小学教师海外培训规模，到2020年，力争具有留学及境外培训经历教师的比例达到15%。One purpose in actively cooperating and communicating with educationally developed countries such as the U.K. and the U.S. is to expand the number of foreign teachers. Another purpose is to implement productive educational exchanges at different levels. Currently, there are more than 20 foreign teachers at the school. By 2020, the number of primary and secondary schools that will have a certificate to employ foreign teachers will reach 50%.&We will also carry out multi-level and distinctive, pragmatic Chinese and foreign education teaching exchange activities. For example, Longhua Middle School has become sister schools with Sweden Mountain Senior Middle Schools. Three schools including Yulong School and Xingzhi Primary School sent eight highly qualified teachers to Malaysia to participate in voluntary service to promote the development of Chinese education. Qianlong School successfully passed the NCCT (International School Assessment Certification), and became the country's first public school to accept NCCT certification. High-quality clubs such as Guanlan Middle School Band, Shangfen Primary School National Music Orchestra, Xinhua Middle School skating team, and Gaofeng School ballet team show initiative abroad. According to statistics, since the establishment of the New District, more than 300 people participated in the international competition and activity shows.&Additionally, it is also to realize the concept of education internationalization, the internationalization of curriculum construction, and teaching methods of internationalization. During the past four years, more than 220 students from Longhua Middle School, Guanlan High School, and Chianus School were admitted by the University of California, Pennsylvania State University, Boston University and other famous universities. Lastly, the goal is to actively participate in the “overseas training program.” We are exploring setting up overseas training bases, and looking to expand the number of primary and secondary school teachers training overseas. By 2020, we plan to have 15% of the teachers studying abroad.（四）探索开展中外合作办学试点Exploration And Development of Sino-foreign Cooperation In Operating Schools规划建设观澜湖国际学校。该校由观澜湖集团与加拿大威士顿大学合作创办，计划办成一所以招收外籍人士子女为主的12年一贯制国际学校，总投资8000万元，建筑面积20867平方米。学校采用加拿大安大略省课程体系及IB课程体系。Plans to develop Mission Hills International school: the school was founded by the cooperation of Mission Hills Group and Weston University in Canada, which plans to recruit expatriate children from Grades 1 - 12. A total investment of 80 million Yuan covers a construction area of 20,867 square meters. The school uses the curriculum from Ontario, Canada and the IB curriculum.规划建设雅园路学校（暂定名）。该校由万科兴业房地产开发有限公司通过招投标竞得的教育用地，未来将建成一所36班九年一贯制民办学校。计划引进美国爱文世界学校课程体系，打造一所具有全球视野、符合国际惯例且文化多元的国际学校。Plans to construct Yayuan Lu School (tentatively named): the school land was acquired by Vanke Xingye Estate Development Co., LTD. &They are going to build a 36 classroom school for Grade 1-9. This will be a private school. It plans to introduce the American Aiwen World School curriculum system, and build a multi-cultural international school with global vision in accordance with international practice.&同胜学校师生赴港参加南华中学70周年庆典暨文化交流活动拓宽了师生的国际视野The teachers and students from Tong Sheng School attended the celebration of the 70th anniversary in Nan Hua Middle School of Hong Kong and broadened their international horizon in cultural exchange activities马来西亚沙巴州华校董联会董事长到行知学校交流The chairman of the school board of Chinese School Association from Malaysian Sabah is visiting Xing Zhi Primary School（五）推进民办教育国际化交流与合作Promoting Private Education International Exchange And Cooperation支持优质民办学校与国外知名教育机构合作，引进国际通用课程体系，试点开设国际课程，为新区的外籍、港澳台籍学生和市民子女提供多样化国际化优质教育服务。目前新区美中学校、展华实验学校分别引进了美国Fairmont School学校、美国蓝带学校约翰卡罗尔中学的国际课程，增强了学生对多元文化的认知理解能力。The government has given support for high quality private schools seeking to cooperate with well-known foreign education institutions, introducing international general course systems, and setting up experimental international courses, which will provide foreign children, Hong Kong, Macao and Taiwanese students and our local citizens with diverse, international quality education. &&& 12月3日上午，上海交通大学城市科学研究院代表一行四人应邀访问位于北京师范大学京师科技大厦的国家教育国际化试验区，城研院首席专家刘士林教授受聘为国家教育国际化试验区指导委员会委员、国家教育国际化协同创新平台课题组顾问。
&&& 受聘仪式上，国家教育国际化试验区指导委员会秘书长蔡明智教授致欢迎辞，工作组常务副组长张建强教授详细介绍了“国家教育国际化试验区”的建设情况与发展规划，教育部教育发展研究中心与北京师范大学共建教育国际化协同创新平台负责人、国务院学位委员会系统科学学科评议组召集人、北京师范大学系统科学学院院长狄增如教授向刘士林颁发聘书。仪式后，双方就教育国际化、中国文化战略、智慧城市研究等进行会谈，达成多项合作意向。
&&& 据悉，国家教育国际化试验区是基于教育部教育发展研究中心与北京师范大学共建的教育国际化协同创新平台，并以北京师范大学为主创建的国家级教育国际化试验区。该协同创新平台与试验区的设立，与刘士林教授提出“规划和推进一种由中国文化、思想、价值观念和意识形态主导的高等教育国际化进程”并得到国家领导人重要批示直接相关，同时也是教育部落实国家领导人相关指示精神和意见的重大举措。此前，在相关部门安排下，蔡明智、北京师范大学系统科学学院副院长韩战钢、国家教育国际化试验区工作组副组长陆华一行三人曾专程前来交大，转达教育部教育发展研究中心主任张力的感谢和问候，并就邀请刘士林教授出任委员及顾问事宜进行会谈。
&&& 国家教育国际化试验区指导委员会、北京师范大学相关院系、试验区全体工作人员及上海交大城研院院长助理苏晓静、王晓静博士、张书成博士参加了相关活动。
