　　“印度制造”开始接棒“中国制造”？全球最大的代工企业、中国台湾的富士康似乎给出了确定的答案。
　　据中国广播网消息，8月8日，富士康和印度签约，将向印度马哈拉施特拉邦5年投资额50亿（约310亿）。
　　富士康，一直以来既是中国内地招商引资的重点对象，也因为其高强度作业制度被批为“血汗工厂”。如今，富士康盯准了另一个新兴市场印度，这家代工企业的新选择激发了人们的联想。
　　中国舆论关注的是，中国制造怎么了？随着中国劳动力价格的攀升，劳动密集型产业在中国市场不可持续。产业转移至劳动力价格便宜的其他新兴市场不可避免。
　　此外，中国也面临着主动的产业转型升级，变低端制造业为高技术含量的制造业。“中国制造2025”，就为“中国制造”转型升级规划了时间表和路线图。
　　“中国制造”也面临着转型期的尴尬和阵痛。老的制造业在转移，高端产业跟不上，就形成了产业空洞期--在经济下行压力下，产业转移可谓雪上加霜。来自海关的进出口显示，7月份中国进出口总值2.12万亿元（，下同），下降8.8%。其中，出口下降（同比，下同）8.9%；进口下降8.6%。进出口双下降，凸显中国外贸面临的尴尬现实。而且，支撑中国加工贸易出口的电子计算机和纺织品服装两大产业的加工贸易出口大幅下滑，凸显这两大产业从中国市场“出走”的现实。
　　产业转移不可怕，高端制造业没有形成规模，低端产业形成转移效应，而且转移到和中国有竞争的印度等新兴市场，难免让人担心。
　　作为“金砖国家”成员，中国经济处于新常态，俄罗斯和巴西受困于能源和资源价格的低迷，南非在后危机时代的经济一直不景气。印度则成为新兴市场的领头羊--起码现在被西方机构寄予厚望。
　　且不说印度号称世界上最大的民主国家，以及该国发达的软件外包服务业，该国总理莫迪则是印度“改革开放”的设计师。这位被视为“印度邓小平”的改革者，在印度邦行政长官任上，因借鉴中国广东式改革开放，他治下的古吉拉特邦成为印度经济发展最快、行政效率最高的地方政府。
　　莫迪当选为印度总理，印度人希望莫迪能把古吉拉特邦的治理经验推广到全印度，使印度成长为中国一样的成功国家。在印度媒体和民间，对中国虽存瑜亮情结，但对中国改革开放的成果却是心向往之。
　　中国有中国的优势，印度有印度的特长。中国的优势是基础设施完善，全球制造基地和“世界工厂”地位，使中国维持多年的高速经济增长，提振了中国的综合国力和贸易实力。印度的特长是软件业发达、英语国家优势和一定规模的中产阶级阶层。
　　两国共同的特点是人口众多，即拥有其他国家无可比拟的人口红利。中国制造业大国地位的铸就，除了政策因素，人口红利的释放发挥了主要作用。当中国劳动力价格提升，中国制造业也迎来转型期。
　　反观印度，却迎来招商引资的机遇期--劳动力价格便宜首当其冲，基础设施需求宏大紧随其后，莫迪政府政策到位，加之印度本来的产业优势，“印度制造”接棒“中国制造”并不令人惊奇。
　　不仅富士康敏感地捕捉到投资印度的良机，中国本土的华为、中兴和小米等智能手机厂商也都将印度视为投资热土。另一家中国电子厂商TCL将在巴西、俄罗斯和非洲等新兴市场建设生产基地。
　　对于龙象之间的产业转移和制造能力，西方各大机构对印度颇为看好。认为到2016年印度经济增长率将超过中国，再假以时日，印度经济总量也将接近中国。
　　中印两国的竞争关系，中国制造的空心化以及产业转移到其他新兴市场的大趋势，让面临调结构稳增长任务的中国充满危机感是可想而知的。
　　中国也不必太紧张。毕竟，中国的现代化走在了印度前边，劳动力价格攀升也是现代化的成果。何况，产业从高端市场转移到低端市场，也符合市场规律。
　　和印度相比，中国亟需的是产业转型升级的质的提升，而非低端制造业聚集的量的维持。印度，目前还处于对低端产业饥不择食的吸纳阶段。
　　更关键的是，中国资本和产能不是从中国市场的恐慌性逃离，而是“一带一路”战略下的全球化深耕。中国资本和产能走出去，将最大限度地提升中国产业的全球影响力，也是涵养国家软实力。
　　同为“金砖国家”成员，中印在“两行一金”（金砖国家开发、亚投行和丝路）均有密切合作。“印度制造”承接中国产能产业，不是威胁是双赢。
