拿驾照的时候，那边让填信息办的这个建行信用卡，今天收到的，卡面上写着陕西交通安全信息卡，三秦通。请问这个卡怎么用？能绑定ETC？补充：建行信用卡太差了，打了两个电话都没人接，比招行差远啦&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&&

ETC能用，交罚款能用，还有一次在金鹰看见了刷建行卡满多少送多少券的时候也拔下来用了。但俺办这个是送了ETC的，你领驾照办这个属于白办，亏了。

不知道，办建行ETC的时候，有个要求就是没办过建行信用卡。我不知道收到卡不开卡算不算。不过也不是很要紧，招行，中行都能办。
