& 附：邱家七吉村——“涓河刘”繁衍生息的故乡 诸城是著名的恐龙化石宝库，世界上最大的鸭嘴龙化石出土于南部山区“龙骨涧”，这里埋藏着大量的种类繁多的恐龙化石，是一处大型恐龙墓地。 围绕这片恐龙圣地，滴滴山泉，涓涓细流，汇成小溪，流过“龙骨涧”。清澈见底的小溪水，浅唱低吟，汇集成一条涓涓小河——涓河，从我们的家乡邱家七吉村西流过。 站在邱家七吉村头，南望常山。一座海拔几百米的小山，山势平缓，数座矮峰相连，绿荫层层，鳞次栉比，绵延到天边。 在邱家七吉村东北，诸城城区以西，是涓河与潍河交汇处。两河汇流，水流缓慢，水生植物种类繁多。这里是涓河龙泽湿地。从邱家七吉村东公路，可以直达龙泽湿地风景区。穿过风景区，沿河公路蜿蜒直通诸城市里。 邱家七吉村，南山北水，错落有致, 地灵人杰。复杂的地形地貌，厚重的人文历史，传承着古朴民风；涓河两岸，沃野万顷，养育着代代父老乡亲。 穿越悠悠时空，村边涓河日夜流淌。近三百年来，“涓河刘”世世代代生生息息在这片土地上，辛勤劳作。family tree眷恋故土，植根岸边沃野，开枝散叶，守望不变的日出日落。在岁月长河里，我们都是浪花一朵——风雨兼程，搏击滚滚红尘，为生命放歌。 &
APEC是亚太地区级别最高、影响最大的区域性经济合作组织。2001年中国承办了APEC会议，13年后的今天，2014年，这个盛会又一次在北京举行。 在我的记忆中，于国于家，2001年是很重要的一年。那年除了APEC会议在中国召开,另外还发生了三件大事：一、美国遭受911恐怖袭击。二、中国加入WTO。三、我的孙子嘉宁诞生。 中国入世，孙子出世，改变了世界，改变了中国，改变了我的生活。一晃13年过去，2014年，孙子嘉宁13周岁，已上初中。13年来，孙子聪明伶俐，活泼可爱，朝朝暮暮，让我尽享退休后含饴弄孙的天伦之乐，自不待言；而我的国家，入世以后，潜龙在渊的华夏神州，失去的是锁链，获得的则是全球化时代的整个世界。而这十几年，美国财政危机，国力大减，风光不再；欧洲金融危机，举步维艰；欧盟债务累累，国家破产。而盛世中华，逆风飞扬，一枝独秀！ 加入世贸组织，促成了中国的高速发展。WTO是送齐天大圣走上取经险路，得成正果的紧箍咒；是牵引中国走向全面开放、融入世界、贡献人类的不归路。
那年的APEC会议，虽然是中国在新世纪伊始的一次重大外交活动，但是那时的中国，刚刚入世，在世界政治、经济上的分量并不是很重。国民生产总值只是日本的三分之一，美国的八分之一。而今年，世界银行宣布，到年底，我国GDP将是日本的两倍，按平价购买力计算的经济总量将超过美国！ 美国总统奥巴马国内中期选举落败，成了坡脚鸭总统；日本首相安倍上蹿下跳折腾了这几年，也不得不以中日四点共识认输。北京众望所归，成了世界政治、经济的中心。今天，习主席站在APEC会议大厅中央，接受万国来朝的殊荣。 站在地球之颠，回望历史数千年，感慨万端。十几年，在人类漫长的进化史上，稍纵即逝的一瞬间，可在这一瞬间中国发生了这么大的变化。虽然自己已进入老龄人群，赶的是末班车，但毕竟还是让我赶上了人类超常发展的这一段，也知足了。整个宇宙的历史，地球的历史及人类的进化史漫长而久远，一个人只不过是历史长河的匆匆过客，你享有的只是你所在时空的一个微点而已。 电影上，已届高龄的康熙大帝难敌岁月，归去前高呼：我多么想再活五百年！算一算，康熙盛世距今还真有五百年了。我们可以告慰这位帝国皇帝，屈辱挣扎几百年后，中华帝国终于再次崛起。 笔者没有康熙大帝的胸怀，但也有这位帝国君王的欲望——想知道五百年后的世界，五百年后的中国，会是什么样子！ 但愿我能多活几年，看着我强大的祖国更加强大；看着我的孙子天天成长，在未来崭新的世界拥有崭新的生活。

& 1983年，吕标普通高中在教育体制改革中转成农技中学，不再开设外语课。我送走这所学校最后一届毕业生，下学期就要远调外地任教。当时我是民办教师，这个变化，对我无疑会困难重重。 当时，社会上正盛行师范院校毕业生转行的“出口”风和民办教师经商务农的辞职风。亲友们也劝我辞职，有门路的人也答应给我找个好工作。如果我从事于教育事业的信念稍有动摇，当时也就离开教育了。那无疑会解除我长期的拮据状况，使家庭生活获得转机。多年来，民办教师的微薄收入，使全家跟我受累，吃尽了苦。为了嗷嗷待哺的孩子，为了相濡以沫的妻子，在这巨大的诱惑面前，我几乎不能自持。 但是，在生活的激流中，我没有彷徨，为教育事业献身的信念最终没有动摇，毫不犹豫地接受分配，到郝戈庄中学任教。这是一所山区中学，偏辟的乡村，崎岖的山路，生活是苦的，可心里是甜的。在困难的岁月里，我硬挺着，没有离开学生，坚守教育家园。只要和学生在一起，我感到一切烦恼和忧虑都不存在了。辛勤地耕耘、播种、收获，乐在其中。这种职业自豪感，使我在困难的日子里，生活充满阳光，充满乐趣。 1984年，因工作需要，我调到诸城三中。这是一所建国初期建立的学校，青砖校舍，碎石小道，大树参天。幽雅的环境和浓浓的教学气氛，更激起我的职业自豪感和责任心。这是一片新的芳草地！在四化大业初展宏图的春天，百废待兴。我渴望工作，渴望拼搏的机会。在这里，我为教育事业而贡献力量的劲头，得到了最大程度的发挥。 诸城三中从建校至七十年代末期，几十年的办学道路，曲曲折折，走过困顿，亦走过辉煌。77年恢复高考，三中的历史翻到新的一页。一些五、六十年代的老校友和当地各界朋友都关心三中的变化。他们都期望这座昔日闻名遐尔的农村中学重放光彩，再度辉煌。但几经动乱，学校已不象样子。由于校址地处古河道，地形变化使大部分校舍成危房，有的教室墙壁裂缝伸进拳头。恶劣的办学条件留不住领导，留不住教师，更留不住学生。诺大一个三中，就象一只暴风雨中搁浅的大船，侧靠在潍河南岸。 齐鲁大地历来是华夏文化的摇篮，诸城历史上更不乏圣贤先哲。文化教育，在这块土地上从来备受尊崇。改革开放的大好形势，犹如一夜春雨，在诸城大地催开万树梨花。沉舟侧畔千帆过，在为四个现代化造就人才，为高等学校输送合格新生的大潮中，兄弟学校捷报频传，可三中只在岸边徘徊。1982年高考全县已突破500人大关，三中只送上一个学生。 县局领导下决心改变三中的现状，大刀阔斧地对三中进行充实改组，调入一批骨干教师，充实教师队伍。庙山脚下，这片长满苔藓的青砖校舍，又传出了朗朗读书声。三中党支部追赶潮流，顺乎民意，在当时学校百废待兴的情况下，果敢响亮地提出“在我们手里振兴三中”的号召，领导全校师生勾画出了三中腾飞的蓝图。 为了这所历经磨难的学校，为了那尽管是艰苦的，然而想起来却令人怦然心动的理想，领导和老师们同心同德，义无返顾地干起来了。我们清清楚楚地知道，以后的路上，希望与困难同在，机遇与挑战伴行，不进则退，没有选择的余地。 当时我接的班，程度很差，两极分化严重。为使学习差的同学树立信心赶上来，我利用业余时间找他们谈话，给他们补课，面批作业……。一段时间后基本上程度一致了。高考全班都获得了好成绩，我任教的外语单科平均分几乎与一中繁华持平。 考上大学的学生假期来看我，都满怀深情地谈起当时我对他们的帮助。谈理想，谈人生，谈四化建设。一张张年轻的笑脸上，洋溢着青春蓬勃向上的气息。从他们身上，我实实在在地看到了自己的劳动成果，看到了祖国的未来。每当这时，我自己也感到年轻了，浑身充满活力，有使不完的劲。 谁说教师只象蜡烛，耗尽自己，照亮别人？我说，我在春天里播种，在秋天里收获，年年春华秋实，硕果累累！学生们年轻的生命给我注入了新的血液，我在精神上也获得了新生。在事业上，我会永远年轻，永远向上。也只有在这时，才能实实在在地感受到，教师是太阳底下最光辉的职业。 1985年，我由民办教师转为公办教师，并实现了多年的愿望，加入了中国共产党。从那，我的工作目的更明确了。我已经把自己的工作与国家民族的利益联系起来。我深深体会到，不管社会如何动荡，一个人的理想和信念，是决不能丢掉的，守望家园的日子虽然困难，但暂时的困难那又算得了什么。时代在发展，观念在更新，我们教师的工作更加得到社会的承认和支持，我对自己的职业充满了信心。 1992年教师节，我受三中当时校长张崇礼之托，写了一篇报告文学，题目是“拼搏托起辉煌，奋斗迎接明天”，介绍诸城三中艰苦办学的历史。张校长亲自在全校教职工大会上朗读全文。在历史的天空中，那个年代正是激情燃烧的岁月，老师们以难以置信的执着默默奉献，在淡泊的日子里坚守着精神家园，无怨无悔。我当时怀着亢奋的激情，以饱蘸时代辞令的笔触，在文中生动详实地记叙了那段时空我和同事们人生之旅的艰辛与执着。虽然那些事至今已如烟而逝，但想起来心中仍有一种莫名的情感涌动。是啊，随着时代的大气候，我们走过了那些日月，经历了那些事情，在特定的历史环境表达了我们的喜怒哀乐。再回首，我们为自己而感动。 岁月的长河哗哗流淌，不舍昼夜。几十年一瞬间，铁打的教室，流水的学生，老师站在讲台上传道授业，一年又一年，台下学生永远年轻，台上老师已是青丝变白发，生命周期是何等的残酷啊! 忘不了87年，三中周加文老师去世时所引起的震动。老周没有创立惊人业绩，毕生从事体育教学，直到就要丢开这磨人的岁月而去时，还眷恋着他未竞的事业。当他在病床上忍受着肝癌后期巨大的疼痛，艰难跋涉人生最后一段路程的时侯，还向前来看望他的校长谈新学期体育工作打算和校运动队的组建，并恳切要求死后骨灰撒在他朝夕相处近30年的操场上。一般人无法理解一个老教育工作者的情怀。那简陋的沙坑，那坎坷的跑道，那严冬，那酷暑，那伴随着队列的整齐的脚步和清脆的哨声，构成了周老师充实的人生。 当回首走过的那些难忘的岁月，历史呈现给我们的事实太强烈，以致于我们尽管早已熟知了那段日子和那些生活，然而事实还是如此强烈地震撼着我们。 我们用大段生命和汗水守住了精神家园！凡留下开拓者足迹的地方，便注定有卓越的精神之光闪烁，纵然岁月流逝而光辉不灭! 1994年，我从三中调到诸城一中。几年以后随着诸城教育资源整合，三中撤编了。学校没了，我在那里工作的10年也作为一段尘封的岁月，隐入了历史。 2008年，我从一中退休。在颐养天年的日子里，时时想起在三中的十年。在时光的彼端，同事们的音容笑貌，历历在目。可是，岁月无情，穿越近30年的时空云烟，若干人都退休了，还有些人英年早逝，已驾鹤西去。年轻一些的老师也随着学校的撤编而星散，使那段历史更显得模糊悠远。回首往事，感慨不已。 我从教四十年，身后那深深的脚印吃的苦受的累，个中辛酸，我自己知道。这四十多年，我通过自学成为一名高中英语教师，风风雨雨坚守在教学第一线，并在省和国家级报刊上发表教育教学论文四百多篇，受到我所有学生的尊敬。 只有走过了岁月风雨，教师是太阳底下最光辉的职业，一生献给教育，殚精竭虑守望教育家园，我无怨无悔。 & &
&&&&&&&&&&&&&&&&&&&&&&&&& 刘善仁 前不久，世界银行的一份报告说，中国经济2015年年底会超越美国，成为世界最大经济体。 不说世界银行的这份报告正确与否以及是不是存在其它居心，笔者先说说自己听到这个消息的感受。中国大国崛起的脚步，经过岁月的流逝，变得异常清晰和响亮。 笔者与共和国同龄，当听到这个中国即将成为“世界第一”的消息后，一下子想到了上世纪的1958年。那是一个全中国都处于沸腾状态的年份，是人民共和国成立以来第一次要争世界第一。当时，“人有多大胆，地有多大产”，粮食的亩产在“放卫星”、棉花的单产在“放卫星”，各行业的“元帅”在升帐，“我是玉皇我是龙王，喝令三山五岳开道”的气概和口号铺天盖地，响彻云霄。当时，全国无论是城镇还是乡村，到处都建起了大大小小高低不等的“土高炉”大炼钢铁。炉火通红、烈焰滚滚、人喊马嘶，好不热闹。当时笔者正上“共产主义小学”，校园里及大街小巷的墙壁上，都写着这样的标语：“为完成1070万吨钢而奋斗”，“鼓足干劲，力争上游”，“15年超英赶美”。 毛泽东他老人家也跃跃欲试说，等苏联老大哥宣布进入共产主义后，我们再宣布。 如果你不曾生活在那个年代，你不会搞懂这些乱七八糟的东西。但这些词汇及各种特有的口号，确确实实都是上世纪五十年代末中国最为广泛使用的大众语言。这在今天看来是不可思议的愚蠢和幼稚可笑。这种躁动源自对“世界第一”的不切实际地追求。 共和国第二次要争“世界第一”的时期是1966年的“文化大革命”。如果说1958年挣的是经济上的世界第一，那么在这个时期挣的是政治上的“世界第一”。那时笔者正诸城一中上中学，是天不怕地不怕的红卫兵。当时的口号是以阶级斗争为手段，清除封、资、修和走资本主义道路的当权派，消灭一切资产阶级法权；在国际上，打倒苏联社会帝国主义和美国帝国主义以及它们的一切走狗，从而造就一个世界上独一无二的的红色中国。历时十年“文化大革命”，摧毁了传统道德，对国家民族造成巨大的伤害。这是中国人的一场不折不扣的大劫难！ 文革结束，邓小平复出，提出把“小康社会”作为国家的奋斗目标，并把韬光养晦“不出头”作为中国外交的基本方针。人们起初觉得不够味、不刺激。然而，正是邓公这种大音无声、大象无形的治国理念和科学务实精神，让中国古老的庞大躯体能在世界各种势力中间闪转腾挪，终于插上了国家腾飞的翅膀。近30年以极为艰难的拼搏，换来了全球第二大经济体的称誉。当年我们追逐的“1070万吨钢”，是当时英国的钢铁年产量。而中国当时的年产量只有日本“新日本制铁公司”一座高炉的年产量！而现在中国的年钢铁产量是多少，说起来让人难以置信——美、英、法、德、日、意再加俄国，这七大大国钢铁年产量的总和，不及中国钢铁年产量的70％！但我们心里清楚，这是我们牺牲多么大的环境代价换来的啊！ 面对这份外国人开出的2015年年底中国将超越美国的时间表，我相信，多数中国公众绝不会咧开嘴，乐呵呵傻乎乎地接受这份吹捧，我们应该清醒地谢绝。 当“世界老大”，中国在自已的历史上也曾经有过。不用说唐宗宋祖，清朝的康乾盛世，中华帝国的经济总量占到当时全世界GDP的三分之一！但是，这种强盛却难保大清王朝的覆灭命运。从此，中国沦入了世界末流国家的行列，一个曾经强大荣耀的中华民族，变成了东亚病夫。 但是，中国发展到今天的经济总量，再试图躲在墙角装病猫已经不可能了，我们的国际友人也肯定不允许了。这才有最近几年给中国戴高帽的热闹场面。中国面临的局面都是成长的烦恼。我们要清醒，“世界第一”与“极度贫困”这两顶帽子，哪一顶都不适合于今日中国。今日之中国既不追求威加四海的霸权，也不追逐万邦来朝的虚荣，我们所遵循的大国责任只有一个，那就是与世界共享和平与繁荣！ &

陈书记、李市长： &&&& 3月15日，停止供暖的时间到了，又一个供暖季在吵吵闹闹中结束了。陈书记、李市长，关于冬季供暖，我们有话和您说。 &诸城这几年发展得很快，城区建设方方面面都走在全国县市区的前面。全市的现代化程度，不亚于沿海地区任何一座城市。 &诸城冬季气温很低，常常下降到零下十几度。对于鳞次栉比的新建小区，冬季供暖是一项重大的民生工程。安排好供暖，应该被提到重要的工作日程上。因为供暖引发的纠纷常常演化成激烈的群体事件。年前诸城“龙城华庭小区”发生的暴力冲突，发展到业主打砸物业办公室、堵路截车等行为，严重地干扰了市民的正常生活，影响了诸城的声誉。实际上，居民小区最大的矛盾，大部分集中在供暖问题上。所以，协调好业主和供暖企业的利益，在市区冬季供暖方面取得双赢，是实现社会和谐稳定的一项重要工作。 &业主和供热公司很容易发生矛盾。矛盾特点是，供暖公司或物业为求利润最大化，常常克扣业主交的供暖费，一扣再扣，尽量少向热力公司购热。这样势必因购热数量不足，供暖力度不够，造成温度不达标。整个供暖季，业主和供暖单位一个认为没有享受到应有的服务标准，另一个认为虽然不标准但毕竟是供了暖，也花了成本。双方在这一对矛盾中怨气冲天地度过一个寒冷的冬天。 &供暖公司为了降低供暖成本，很多小区整个冬季都是上午5点至9点供暖（供4个小时），下午5点到晚上9点供暖（供4个小时），全天24个小时只供暖8个小时左右，供暖的温度只是在十四、五度到十七、八度之间徘徊。 &“热”作为商品，只要商品合格，买家付费，卖家足斤足两，各取所需，本该皆大欢喜，不应扯什么皮。但在供暖不达标的纠纷中，业主处于弱势，做不到像市场买菜那样货比三家，按质付款，从而助长了部分物业或供暖公司在降低供暖标准时无所顾忌。但业主是真金白银交足了供暖费的，几千元买不来舒适的室温，特别是家里有老人、小孩的，将心比心，谁不生气？所以很容易出现激烈对抗的火爆场面，处理不好会导致大规模群体事件，这是双方都不愿意看到的结果。 &但也有时候因楼层不同或其它原因而造成温度不均匀，致使部分业主家里温度很低，而另一部分业主家里温度较高。遇到供暖温度偏热，业主只有开窗降温，使宝贵的能源白白浪费。 &因此，“集中供暖，分户计量”的呼声越来越高。 &热量表本身不节能，只是一种计量工具。但直观的数据可以促进用户的节能意识，以达到国家节能减排的目的。如果装了表，你不把控制阀关小，还像以前一样一直开着，当然不省钱。但是只要你不在家的时候或外面气温高的时候，把暖气打到室温可以耐受的流量，一定会省钱。这样就做到了供热也像供电、供水那样，使用多少付多少费。通过这样一种直观计量的手段，促进大家节能，达到各业主家里温度均衡，实现供暖单位和用户的双赢，也从根本上排除了供暖纠纷。 供热计量不但关系百姓的温暖，而且能减少采暖季灰尘和污染物的排放，在治理雾霾这个中国难题上会有重要作用。 &毫无疑问，集中供暖分户计量对国家和个人都有好处。但供热行业垄断经营的局面导致供热计量改革难以推行。这种局面的改善，不是单个居民区可以做到的。政府及供热主管部门的决心和魄力，是能否实施计量收费的核心和关键。 &&&& 就此，我们向书记和市长建言：责令主管部门，把供热计量收费工作纳入到大气污染防治目标责任中，对于那些有条件但拒不计量收费的供热企业，依法给予处罚。 &当然，集中供暖分户计量，是一个系统工程，牵扯到方方面面。如果短时间难以做到，也要采取临时措施，以避免供暖矛盾激化，造成无法收拾的局面出现。上一个供暖季诸城“龙城华庭小区”供暖矛盾处理不当而出现的打砸物业，堵路截车，是我们诸城不能承受之痛，这种局面不能再出现了。 &关于计量收费实施前的临时措施，我们建议：小区收的业主取暖费，不能直接让供暖单位掌握。应该通过第三方（如交给诸城市政府下设的供暖办公室，或已成立业主委员会的小区由业委会掌握。），先按规定把应该支付给供暖公司的劳务费用扣除，然后到热力公司购热，再交给相应供暖公司使用，并且供暖公司及换热站工作人员的收入不能与用热多少挂钩。也就是说，在无法分户计量的情况下，买多少热，就要用足多少热，这样室温高低，业主无话可说，心理平衡，也就减少了双方的矛盾，避免了摩擦和冲突。
