And although the Communists and the Nationalists fought each other, during the 2nd Sino-Japanese War (aka WWII), they both actually fought the Japanese. 5月4日，美国商务部发布了一份题为《对墨西哥和日本的贸易逆差已经达到难以忍受的水平》的声明，直接点名日本和墨西哥两国。声明中，商务部长罗斯称“美国已经无法忍受如此快速扩大的贸易逆差”。

该声明是在3月的贸易收支数据公布后发表的。美国商务部5月4日发布的3月份贸易统计数据显示，当月美国对日贸易逆差较上月增长55.0%至72.4亿美元，升至2008年4月以来最高位，对墨西哥贸易逆差增长22.0%至70.33亿美元，升至近10年的高位。
　　日本媒体认为，美国在贸易逆差问题上，批日墨西不批中国，态度存在差异。
《日本经济新闻》5月5日一篇报道称，对华贸易逆差占美国整体贸易逆差额的一半，但此次的声明中提到中国的表述是“对华逆差正在改善”，没有批评中国。该报道认为，3月的对华逆差环比减少1.1%，2月环比增长5.3%。即使按季度来看，1-3月的对华逆差额也比上季度增长了6.7%。美国政权正就朝鲜局势探索与中国的合作关系，特朗普也表达了暂时搁置贸易问题的想法。
报道还称，特朗普政权虽然把削减贸易逆差作为优先课题，但对不同国家的态度明显存在差异。
