B。楼主的理解是正确的，的确是特指。这里the one只是和now occuring in the US搭配。和or 后面的没有关系。本文like后面举了两个例子。这句话写的比较干练。如果是这样写，意思就明朗多了。分成两句：两个人说同一件事：A说：In the next 30 years, we could see more heat waves like the one now occuring in the US.B说；In the next 30 years, we could see more heat waves like the kind that swept across Europe in 2003 that caused tens of thousands of deaths. C有两个秘书。看了A和B的整理资料后，觉得都挺有道理的，学术会上发言了：...........就是楼主的那句话。供参考，祝进步！
