主语省略掉了：we must send for who（m) for the accident.题目上是将以上的句子改成为被动语态.如果按照汉语的语序来理解这个句子就应该是这样的正确答案应为A，所以就剩下题目中的成分

意思是被叫过来后一个for 和后面搭配 做介词用
第一个for是与sent构成短语 ，即sent for 翻译为派遣
