还是不行啊？a.css和Index.html在同一个文件夹里，用的相对路径哪里有错误呢
你在index.html 里面加一个div块。&div id=&aa&&&/div&,a.css里面加个样式。#aa{width:300height:300background:}就可以看见到底加载到了没。

如果&head&里面插入应该是内联吧，外联应该是直接在菜单栏里面连接

是引入外部样式的代码，href是存放样式表的路径，stylesheet是样式表，type是文件类型。
